20L Ruling enforced from Wed, 16 Dec 09
KUALA LUMPUR, Malaysia: The 20-litre fuel cap on foreign vehicles travelling within a 50-kilometre radius from the border will be implemented on Wednesday, said Domestic Trade, Cooperative and Consumerism Minister Ismail Sabri Yaakob.
Bernama news agency quoted Mr Ismail as saying the ruling is aimed at checking smuggling of petrol and diesel at border areas until a new mechanism on fuel subsidy is implemented in May next year.
"Petrol kiosks at border areas have been given notices informing them of the new ruling on foreign vehicles," he told reporters at the parliament lobby on Tuesday.
Currently, Singapore vehicles need to fill up at least three-quarter tank of fuel before entering Malaysia, under a Singapore ruling.
Mr Ismail said his ministry would be stationing officers at 493 petrol kiosks at border areas to ensure that operators adhere to the 20-litre cap ruling.
"Our officers will be equipped with charts on fuel capacity according to vehicles. For example, Toyota Camry with 20 litres will fill one-quarter tank, Nissan Sentra and Honda Civic about one-third tank," he added.
Under the Supply Control Act 1974, offenders can be fined RM100,000 or face three years' jail, or both, while kiosk operators can be fined RM250,000 and their licences revoked. - CNA/de

They are certainly putting in lots of manpower for this! So what is it for us Singapore Registered cars going into JB? Normally when I go in 3/4 tank, I can still top up about 30l worth of fuel before coming back here. So the deployment will be different, go in JB top-up first 20l, then go around JB and do the usual stuff, on the way back top whatever is short maybe another 10l to 15l.
Who will lose out on this ruling? Those Singapore Registered cars with those "special switch" Pratically, they will have to go to 3 or 4 petrol station to get their ration!

OMG!!!!! then i will top up at Malacca tis end month when gtg there before come bk...then stop somewhere to top up fulll then last top up will be at custom....

No need so far off in Malacca, on your way back maybe at one of those R & R with petrol kiosk near Johor can top already and another round when you hit JB itself should be okay la.

err...u mean the m'sian authorities are capping per vehicle to pump @ 20L @ one station?
so to top up full have to go few stations?
if @ gelang patah can go all three stations...esso first..den shell...den petronas arhh??

Singapore cars will be exempted from the rule regarding leaving Malaysia with only 20 litres of petrol. The Malaysian minister acknowledged that since we are already on the enforced three quarter tank rule, Singapore cars will only be allowed a maximum top up of 20 litres. If you want, you can always go around different petrol stations to top up. Let's see how long they can enforce this rule. Can't complain lah, it's their country and their subsidised petrol, so they can have whatever rules they want. Only the common folks, petty traders will suffer when less Singaporeans go to JB. Guess the Tuas petrol stations will close down soon...Let's just watch and see...

Not likely la, the government subsidize the petrol and if they go on strike and the government can simply revoke their license, they will be at the losing end. As far as I can see this is targeted further North, the Thais are coming in empty tank and filing up with the subsidize petrol. Unlike the south, we go in 3/4 tank, shop, eat and be merry and spend a couple of hundred $$/RM which should offset the 30 cents subsidy for every litre we bring back.
The enforcement will be something similar to ours, they will manned the exit point and check the petrol gauge. But their method seems a little silly, since they mentioned that they already have the benchmark for various vehicles for the 20L ruling. It would be simpler to say, that vehicles entering Malaysia should be 3/4 full, that would save them the trouble, because the gauge is never accurate and it's always subject to argument.
I guess there are many other method that they can employed, such as limiting the pump to a maximum of 20L per top up and etc., obviously they have not think this over clearly before making that announcement.

Agree with bro Bow.. If you make a rule that states a minimum of three quarter tank of petrol required before you are allowed to enter Malaysia, then the problem up north would have been solved. Mostly the Thais just come in to top up before leaving. This is especially true for their taxis. Think we are slightly different in that we would spend some time in the JB shopping, makan amd contributuing to JB's economy. Making a blanket rule is like shooting yourself in the foot..

Good news, latest is that Singapore cars has been exempted from this ruling according to the Johor Mentri Besar, but we must wait for the offical version from KL itself.

Best you guys hold to your plans first till official word is out. The Mentri Besar is aware of Sing $$ contributing to Johor's economy, that's why the exemption. But with no official word, anybody can interpret it in any way, esp the cops looking for a quick Sing buck. i'm sure official word will be out soon. It's always KL make statement and everyone interpret it in so many ways. Till now i'm still not sure what's the new rules is like.

but spore cars still enter JB evry hour...so far no complaints yet...as those officers have yet to make ''quick money'' from the intended scheme/ruling..

Maybe they a bit slow as the news is unexpected and they have no time yet to think of a scheme to extract the "kopi-o" $$$

Bro, you can still go if you want. But i'm just suggesting that perhaps it's better to play if safe and wait till we make sense of this new rules. Frankly, it's always been the case of left hand not aware of what right hand is doing. If you want to go and risk the hassles then be my guest...

caught in the jam wen gg in by TUAS n msian site..
going home oso caught in a heavy jam...luckily my car still werks fine..
this 20L ruling is oleady in force..
stop by the PETRONAS station as per usual for my top up...
was explain by the attendant tt the ruling for s'pore cars is in force in conjuction of the news reported on 16th Dec.
35RM worth of petrol = 20L was allowed for spore cars.
asked Q on how the authorities check on the ruling..
they have officers on patrol periodically to see the ruling in force..
i mentioned on station hoping...he said..can try but dun get caught..
so my opinion is to have ur car 3/4 full wen entering J.B.the most u can pump in is 30RM..5RM wen u pull the petrol lever to fill to the brim.

wah bro..u went yesterday ar?...i now just got back from jb...the worst trip going thru the jb checkpoint ever!!...morning war stuck in the jam from woodlands checkpoint all the way across...almost 2 hrs den got thru...coming back also the same....jb checkpoint stuck again!!....damn!!....these immigration ppl doesn't knowing there was alot of cars coming thru...they take their own sweet time checking...aiyoh....new custom building old working attitude....dat will never change i guess....Now abt the 20litre rule...was at petronas near southern city....was told cannot pump more den dat...pump machine stopped at exactly at 20litre...damn...tank not full...hahaha...but the attendant told me...if u wanna full....go to another pump stn n pump again...hahaha...leceh sia...kena look for another stn just to pump till the brim...hehehe...wat to do...as a kiasu singaporean look for the pump stn lor...hehehe...so lesson learnt....if u coming in u can either do wat bro starbucks recommended....or u can do like me...pump twice b4 heading back...hehehehe....n yes...there r officers going ard n check...but did not see any just now....was told dat the owners of the stn can be fined a hefty RM250 000 if found allowing foreign cars pump more den 20litres....no wander they r obliging their government rule....aiyah...when they gonna change dis rule?...all because of up north dat we r affected....leceh sia!!

This ruling is up to May 2010 when they introduce new ruling on the subsidize petrol. BTW what time you guys go in to JB?

Usually i pump ard 25 litres to get full tank.. Dun bother to cross over already for petrol..
